Cornell Amateur Radio Club
CONSTITUTION
(as amended September 1980)
Preamble
We the undersigned, being desirous of serving the Cornell and Ithaca communities with the benefits of amateur radio by coordinating and developing our skills and knowledge, do hereby constitute ourselves the Cornell Amateur Radio Club (CARC) and do enact this constitution as our governing law.

Any person that the CARC deems acceptable may be elected an honorary member by the majority vote of the membership present at any meeting. An honorary member may be exempted from all work requirements, dues, and deposits.
Article II, Rights and Responsibilities of all CARC Members
Section 1, Unlimited access to the Club premises at all times (Except with regard to Associate Members as stated above)
Section 2, All members shall abide by all FCC, Cornell, and CARC regulations while at the club premises or at any club event.
Section 3, Members must demonstrate a working understanding of any piece of club equipment before operating it.
Section 4, A member must post a copy of his current FCC license in the club premises before operating any equipment requiring possession of that license.
Section 5, Any member may be dismissed from the club upon willful or repeated violation of any club, FCC, or Cornell regulation.
Section 1, The officers of the CARC consist of a president, a vice president, a secretary, and a treasurer.
Section 2, All officers must be full time undergraduate students at Cornell University and full members.
Section 3, The executive committee shall consist of the four officers.
Section 4, The officers for the upcoming academic year shall be nominated at the preceding meeting and elected by a majority vote of the members present at the election meeting. The nominating meeting shall be held between two and four weeks following the beginning of the second semester. The election meeting shall follow the nominating meeting by not more than five weeks. Elections will be by secret ballot. Candidates are required to make a brief speech describing their qualifications and interests. If, at the election meeting there is no quorum, elections shall be held at a special meeting.
Section 5, Vacancies occurring between elections must be filled by special election at the first regular meeting at which the vacancy is announced. In the event of the vacancy occurring in the president's office, the vice president shall assume the office for the remainder of the term and a new vice-president shall be elected.
Section 6, The terms of the officers are from April 1 to March 31.
Section 7, An officer of the club may be removed upon enactment and execution of the following procedures:

Section 1, In accordance with the rules of Cornell University, the president shall, with the approval of the membership, invite one or more Cornell faculty members be club advisors for an indefinite period.
Section 2, In accordance with the rules of the FCC, the president shall, with the approval other membership, appoint a station trustee. If possible, this trustee shall hold the highest class of amateur radio license available and be a permanent resident of the Ithaca area.
Meetings shall be held at intervals no greater than 31 days during the months of Cornell's spring and fall terms except during the months of final examinations. All members receive notification meetings at least 48 hours in advance. One third of the total membership shall constitute a quorum for the transaction of club business.
Section 1, The executive committee and the membership may establish committees corresponding to the interests of the club.
Section 2, Each committee must submit an annual statement of its purposes and a list of members.
Section 3, Funding of Committees
Section 1, The club calendar is maintained to minimize conflicts in the station operating schedule. The calendar will indicate dates and time during which the station is reserved for radio communications, net and bulletin transmissions, personal schedules, and other activities.
Section 2, Major competitions, bulletin transmissions, amateur traffic net operations will be entered in the calendar first in that order of priority, subject to review by the members participating in them.
Section 3, After the special operations listed in section two have been entered, one hour personal schedules may be entered on a first come, first served basis. Entries in the calendar shall be made at least 24 hours in advance and no more than 30 days prior to the schedule. Only one operation may be scheduled a any given time, however operation of other stations on the club premises may continue with the consent of the scheduled operator.
Section 4, Casual operating (raw-chewing, DX-ing, routine contacts) and routine MARS operation shall not be entered on the calendar. Citizen's Band and CAP operation is banned from the club premises except when expressly approved by the membership.
Section 5, Any bona-fide EMERGENCY will take precedence over all other types of operation. In this context, emergency is defined as a situation endangering human life or property.
This constitution may be amended by a two-thirds vote of the members present, providing there is a quorum. Proposed amendments shall be presented in writing at a regular meeting and may not be voted upon until the next regular meeting. A copy of the proposed amendment shall be sent to each member at least one week in advance of the meeting at which it will be voted on.
